The mileage of a car has much less to do with the price than do the make, model, and condition.
Average miles per year are 12-15,000.
Some $4500 cars may have only 35,000 miles on them (2003 Kia Rio) while others may have 225,000 (1993 Mercedes 300SDL).
Find a car that you like, that fits your budget. Then take it to an independent mechanic for an inspection. This should be about $50. He will be able to tell you if the car has major problems, or if there are any repairs that need to be made. Check the price of the car at kbb.com or nada.com to see if you are getting a good deal.

About 10K miles per year on the road. The price of the car does not come into this equation, you can buy a car for $4,500 that may actually be "worth" more or less than what you ultimately pay.
