How to get Bulgarian passport?

Question

My grandmother was born in Bulgaria at 1928, being a Jewish woman she migrated to Israel during the 1950s.
My question here is the following:
Is she eligible for such passport even though she does not live there but was born there? If she is eligible, what are the steps she needs to take in order to get one?

She is. You must go to Bulgaria (or the Bulgarian embassy in your country) and ask in any police station.
