Does anyone know the fastest way to travel to NYC from Harrisburg, PA via public transportation?

From Harrisburg (HAS) Take the Amtrak Keystone train to Newark, NJ Penn Station (NWK) 2h 46m $60 (Don't get off at Newark Ariport Station)
At Newark take the PATH Train to the World Trade Center Station 15 Min $1.50.
You could take Amtrak to New York, Penn Station, but you would be in Mid-Town (34th Street) and not DownTown.

there became quite a chemical leak outdoors of Harrisburg from a huge agro agency generating a product to appeal to spiders to close to flowers to devour undesirable insects. Did you no longer listen about it/ get a call caution about air quaity?

There is also Greyhound which drops you off in Port Authority (41st & 8th)
