Is Bill Gates trying to get me to upgrade? Again? and Again?

Come to think of it, he's got a good thing going.

try this:

Open Internet Explorer, click on Tools at the top, click Internet Options.

In the window that comes up click on the Advanced tab at the top, and check BOTH of the boxes that say "Disable Script Debugging", and also check the box that says "Display a Notification about every script error".

Now click OK, and close Internet Explorer and reopen it. Try the site you got the error on and it should give an error.

You need to be more specific as to what is causing these errors. A run time error means an error was encountered when the program was running, and Bill Gates is not out to get you.

Bill Gates doesn't have anything to do with it. Runtime errors are errors in your registry, and I'll guarantee you that Bill Gates or Microsoft didn't put them there. Clean the registry, if you trust Microsoft enough, by using their safe and fast Live OneCare Cleanup Scan. I do it weekly.

Then clean the spyware and malware off your computer and be careful where you click on the internet. You are picking these up somewhere.

The classic repeating run time errors is usually (actually, almost always) caused by spyware.
You should download Windows Defender by Microsoft, it is free, and run scans on your PC. This will not always find everything, but hopefully some of the malware that is on yours, and everyones, PC.
