Absolutely not! I started when I was twelve and am doing competetive figure skating. There are lots of possibilities for somebody your age. Just keep learning and try as hard as you can. (You may know, also, that Johnny Weir started skating when he was twelve.)

If you are planning on going to the Olympics you might be a little late unless you ramp it up, get a private coach and train 8 hours a day. If you just want to compete locally, no 13 is not too old. I am 26 and have just started skating to compete on the adult circuit. You are never too old to do anything, it just depends on what you want to do.

If you are a fast learner, you should teach yourself grammer and spelling. I'm is not spelled Im, how is not spelled hoe, I is always capitalized, and "Im a fast learner i tought myself hoe to skate backwards in just 2 hours." is a run-on sentence. It should be; "I am a fast learner. I taught myself how to skate backwards in just 2 hours."

No, of course not! I didn't start until 11. You might not be able to make it to the Olympics or anything, but you could compete and get really good.

I've worked with Scott Hamilton, as well as Wayne Gretzky. If you're good, you're good.
