I don't understand why you have got to pay this money.
Are you an indentureded apprentice? If so the company that you work for should pay you! (Apprentice rates as defined by the Electrician's Union and the Joint Construction Industry Boards)

If you think you've been taken for a ride over something then you could contact the department of trade and industry. You should go through your local college though as they'll be able to give you a qualification that is nationally recognised.
