Baghdad's a pretty big city, so the cost to rebuild it and the time it would take are both very prohibitive. Plus, there are no guarantees it would be no different if it were to happen.
Personally, I like the Dresden approach. Give the civilians twenty four hours to vacate,. after that, carpet bomb the crap out of it. Then, send our troops in to mop up. Hand the rebuilding bill to Iran. They are the real perpetrators in this whole mess.

Even if we had the money, which we don't, because the buildings didn't start the war. The buildings aren't fighting the war. The buildings are not blowing up themselves, their occupants, or organizing attacks on any perceived enemy. If we evacuated the people, rebuilt the city, and let the people back in, the problems would still exist, but the ****-heads causing them would just have better housing and "work" environments.

Have any of you ever been to Baghdad? All it really needs is an infrastructure to remove garbage, waste, and reconstruction. It was so neglected by Sodamn Insane as was the whole country. It probably wouldn't hurt to sterilize it with bombs and start over, however, you are talking about moving 8 million people out of their homes.
