To those who place the blame on humanity, a friend of mine had a baby diagnosed at birth with childhood leukemia. If this was a "gift" from god then god ranks with Joseph Mengele among the unspeakable sadists of history. Either god created leukemia, knowing and intending that innocents suffer, or there is no god. If the first is correct, then I refuse to worship such a monster. I prefer to believe the second.

It isn't that the innocent must suffer, we all suffer in one form or another, it's just that when babies, kittens, bystander, puppies and the like. Just happen to be in the wrong place at the wrong time, Ecclesiastes 9: 11 I returned to see under the sun that the swift do not have the race, nor the mighty the battle, nor do the wise also have the food, nor do the understanding ones also have the riches, nor do even those having knowledge have the favor; because time and unforseen occurrence befall them all.
We just notice the smaller weaker ones, suffering because they touch our conscience more so than adults. and those we may feel deserve what happens to them. God will not allow what is happening to go on for much longer, Man has had enough time to prove that he is incapable of ruling himself. Ecclesiastes 8: 9 All this I have seen, and there was an applying of my heart to every work that has been done under the sun, during the time that man has dominated man to [man's] his injury.

That's an excellent question and there IS an answer. I'll try to be as succinct as possible. I'll even cite scriptures without quoting for the sake of speed. You can look up the scriptures if you so choose.
When Adam & Eve were created. They were perfect. Along came Satan the Devil to tell Eve "You dont' really NEED God, Do you?" She agreed. She disobeyed God's commandment not to eat from that tree. (Genesis Chapter 3). Satan brought into question, at that moment, the rightfulness of God's sovereignty over his own creation. Fast forward to Job's day (Job Chapter 1). Satan, while he still had direct access to God, pointed to Job and said basically "look at him. He only serves you because you protect him and his belongings. Stop it and he'll curse you to your face." God allowed Satan to take away Job's belongings and killed all his children. When that didn't work he struck Job with a loathesome disease. "everything a man has" he said he would give up for the sake of his own life. So in all this time, God has allowed for those two issues to play out
> The rightfulness of God's sovereignty
> Whether or not humans would worship God no matter what.
He's allowed all this time to elapse in order to show that we cannot operate independent of him. We've tried everything and failed.
That said, there is nothing NOTHING God cannot undue. Including death. The time is near when he'll bring an end to the suffering of mankind and bring back the conditions he intended when he first created us. (Revelation 21:3, 4)
You wanted chapter and verse. I hope you actually go read them and that you've been helped somehow.

Animals should never have to suffer. Man has dominion over animals and they should be taken care of.
Because of sin man must suffer. Whether it be our sins or our forefather's sins which we have inherited, man will suffer whether we be grown or an infant.
When God created man He created man without sin, perfect, no suffering, fully provided for and fully protected. God gave man an ABSOLUTE - "Do not eat of one tree or you'll die." Adam and Eve ate and they became dead in their sin. They lost the perfect life. Then Jesus came and died on the cross, buried and resurrected to heaven and gave freely Salvation to man. Man can now have eternal perfect life after death or after the Rapture.
But as long as man is on this earth (cursed earth because of sin)
man will suffer because of what the first Adam did. The Creator didn't allow it, the first Adam allowed suffering because he disobeyed God. God gave man a choice. Until Jesus returns that old serpent (Satan) from the garden of Eden still rules this earth and causes suffering daily. Satan means to kill, destroy and devour. The only thing you can do is put on the full armour of God and try to protect your family. Ephesians 6. You can also denounce those inherited sins and ask the Holy Spirit to come into your life and cleanse you from all sin. A man of God said he'd seen an afflicted child, but once the parents denounced their inherited sins the child was healed immediately. God is an orderly God and man has free choice, but until God returns and stops Satan man will suffer and Satan will make sure of it.

Bad things happen to good people and innocents alike because we live in a world where men - not God make the choices that determine the suffering or deaths of the innocent.
God gave men free will. As long as men have free will and make the choices to cause suffering, He cannot interfere.
Free will means He does not control us.
As long as men wish to commit such acts and make those choices, the innocents, unfortunately will continue to suffer.

Because suffering is caused by us humans, and God does not control it. It is up to us, each of us, to end the suffering of the innocent. Only then will we be doing God's will.

John 3:12
If I have told you earthly things, and ye believe not, how shall ye believe, if I tell you of heavenly things?
Exodus 4:11
And the LORD said unto him, Who hath made man's mouth? or who maketh the dumb, or deaf, or the seeing, or the blind? have not I the LORD?
For the Child of Christ in this lifetime is not the hope of perfect health, but a perfect ressurected body in the life to come.
Ephesians 1:11
In whom also we have obtained an inheritance, being predestinated according to the purpose of him who worketh all things after the counsel of his own will:
Isaiah 55 8-9
8 For my thoughts are not your thoughts, neither are your ways my ways, saith the LORD.
9 For as the heavens are higher than the earth, so are my ways higher than your ways, and my thoughts than your thoughts.

“Wherefore, as by one man sin entered into the world, and death by sin; and so death passed upon all men, for that all have sinned.” We all inherit Adam’s sin nature. We all sin, so we all deserve to die and suffer eternal punishment in hell. We must understand that not one of us is innocent before God. Romans 3:23 says, “For all have sinned, and come short of the glory of God.” Not one of us is worthy to stand before the Creator of the universe because we would each bring a sinful, rebellious nature into His presence.
In the beginning God completely sustained His creation without blemish. That’s why it was perfect. He held every atom together in a perfect state. He kept the planets in their orbits. He kept animals from tripping and breaking their necks. He did not allow people creation. “Thy raiment waxed not old upon thee, neither did thy foot swell, these forty years.” God is omnipotent and perfectly capable of sustaining and protecting his creation.
When Adam sinned, however, the Lord cursed the universe. In essence there was a change and along with that change God seemingly took away a little bit of his sustaining power and allowed things like suffering and death into His creation. Now He permits bad things to happen—and this is a reminder that sin has consequences and that the world needs a Savior. Romans 8:22 says, “For we know that the whole creation groaneth and travaileth in pain together until now.”

God took pleasure in all of His creation ("http://bible.gospelcom.net/bible?passage=revelation+4:11&version=NKJV"), but He loved people most of all. He allowed the created universe to deteriorate so we would see the consequences of our sin. If we did not see the consequences of our sin, we would never see that we need salvation from our sin, and we would never accept His offer of mercy for our sin. Most people easily recognize that there is a problem in the world. This can be used to show them that there is one who has overcome this problem of death and suffering—Jesus Christ.
