Actually it was the U.S's involvement in WWI which changed our foreign policy the most. Up until that point, we were a strict isolationist nation. We only involved ourself in our own sphere of influence which was of course the western hemisphere and North America to be more exact.
However, once the Lusitania (a cruise ship) was sunk by the Germans it was time to get involved on the side of the allies. Before World War 1, the only time we had left our own continent for a war was the Spanish-American war in the 1890s, which was fought mostly in the Phillipines.
So how has our policy changed since then? Well we are everywhere now. On all corners of the globe we have men and bases. I'd say we left our isolationist ways and became the watchdog of the world. Much to my chagrin actually. I'm a bit of an isolationist as I see there are more than enough problems right here at home to take care of. Thanks and have a nice day.

Actually, it started with our entry into WW1. Prior to that, we followed George Washington's advice of "Beware of Foreign Entanglements". The US Senate, to their credit, refused to get us into the League of Nations. With the advent of WW2, FDR was determined to get us into it, he backed Japan into a corner with an oil embargo. When Japanese radio intercepts were decoded, Washington with held the warning from Pearl Harbor. Apparently, FDR felt that if the Japanese thought that they had lost the element of surprise, they would have turned back.
After WW2, the US got into the United Nations. Only two senators bothered to read the UN Charter, and they voted against it. It has been all down hill form there. Korea, Viet Nam and Iraq. All un-declared wars, fought under UN guidelines. That's why we never win.
We need to restore American sovereignty by getting out of the United Nations. We also need to purge our own government of Council on Foreign Relations members. These are the people who have been running our foreign policy since WW2.

The USA became the world's Doberman after WWII, guarding and protecting . Prior to that, there was no super power. It was clear that for trade and exploration to continue , the ruins of France would have to be rebuilt and Germany would need help getting to its feet. And so that came to pass, and a super power was born. That super power now has bases all over the world and continues its watch dog policy. Unfortunately, our actions are only as good as our intelligence reports, and as of late, that seems to be on shaky ground.

There is no American foreign policy, the closest to that would be the Organization of American States but they don't have a foreign policy and they did not enter WWII.

First and foremost the United States emerged from WWII as a true world power, if not the most powerful nation on Earth. As such, we see ourselves as the Champions of Freedom and Democracy. Since then we've been involved in the Korean and Vietnam wars and we've had two conflicts in the Persian Gulf. So our policy has been to support those in need-period. We've kept watch over the world and involved ourselves from Central America to the African continent to the Middle East.
Unfortunately we see ourselves as the Avenging Angel and the rest of the world sees us the the devil incarnate. If someone farts in Katmandu, there we are trying to find out who did it and why. How come we let bozos like Chavez call our President the devil? Why is Osama Bin Laden still running around free to terrorize the World? Even the ^%$# French burn our flags! Freaking pansies! We are seen by the world as being evil, corrupt, and meddlesome. Which begs the question, why does everyone want to be like us if we're so evil and vile?
I say it is time for the United States to return to being an isolationist nation. Let's take care of the drug and gang wars going on in our streets. Lets take care of our own poor and sick. Let the African nations figure out what to do with their poor, sick and persecuted. Let the Iraquis kill each other. Ditto for the Middle East. Let them fight their own fight. If Israel is wiped out by all the Arab nations then it was God's will-accept it.
Let's take care of our own issues. We send billions upon billions of dollars to Third Word countries and still we have people starving in our backyard. Let's take care of that lunatic in North Korea instead. Let's go beat the hell out of Chavez in Venezuela. Let's annex Mexico and solve or illegal alien problem once and for all. Let everyone fend for themselves and see what happens. I'm sure they have adults out there that can make adult decisions. But that happened twice before that resulted in World Wars. Sigh! What to do? What to do? Are there nothing but children out there that need guidance? My God!
