Any wood in contact with or within 1/2" of concrete should be pressure treated to prevent rot. Attach pressure treated 1x3's wood furring strips spaced 16" to 24" apart with concrete nails approx. every 24". If the wainscoating a traditional T&G boards placed vertically, you would install the furring horizontally at the top, mid point and bottom of where the wainscoating will go. If the wainscoating is a plywood panel type, you will also need furring at panel joints. You will probably need to predrill the wood to prevent splitting. If the concrete is very old, hand nailing can be hard, and the nails will want to bend over. You will then need to predrill the concrete with a masonry bit for the nails or use 'sprig' nails. You can also use concrete wedge type anchor bolts.

You first need to install furring stripes along the walls in order for the wainscoating to attach too.

drill pilot holes with a concrete drill bit. you can either buy concrete screws or the hole "plug" type fasteners for regular screws to go into. I suggest seeing with would work better for your situation. I would put down a moisture barrier at the very least behind it just to fight dampness.

The easiest way is to use constructioin adhesive and glue it on.
