I got this too a couple of weeks ago. For whatever it's worth, I checked whois.net for the identity of the owner of westcarsettlement.com and it points to MarkMonitor.com, which appears to be a legitimate firm opposing online fraud. Could be legit. Also Wikipedia mentions the settlement in its article about Carfax, although it appears that the article was added by Carfax (since it mirrors the content of Carfax's advertisements).

Yahoo is a PRIVATE company, and they are hosting this service on their own servers. They have every right to remove whatever content they want. They are under no obligation to serve you. If you don't like it, go somewhere else. Any attempt to sue Yahoo would be laughed out of court... if you could find an attorney to do it in the first place.

There have been several class action lawsuits against Carfax because they didn't disclose the lititations of their title searches.

I checked Snopes.com and they didn't have anything about it. They tend to keep on top of the phony stuff, so it could be legit. But don't give them any personal information like SSN's, bank numbers, etc.
