Very easy,
They need "Enemy" in person(s)/countries outside Thailand to distract the Thai people from the big problems the current "government" has running their country/mistakes which are being made.
Having a "external" enemy will increase nationalistic feeling which helps the military as their is a common enemy in this case Taksin and the people talking/meeting to him. Typical military behavior "we need an enemy" to point all the noise in one direction.
This is not good or bad they just follow their handbook for officers (book is the same in every country in the world)

The current government deposed Thaksin in a coup. However Thaksin still has a lot of clout and power inside Thailand, and they are trying to fight that.
One of the things they did was to revoke his diplomatic passport : without a diplomatic passport, it is normally a lot more difficult to meet government officials. They want Thaksin to have less visibility, to be much less "high-profile". In Thailand, the government has been trying to censor the media by forbidding them to mention Thaksin's name.
The fact that Thaksin still managed to meet some important Singapore officials flies in the face of all this.
So the Thai officials are trying to express their discontent with standard diplomatic tactics, such as scolding the Singapore ambassador in Bangkok and canceling a few meetings and invitations to Singaporean ministers.

Why not? They are unhappy that an ally is meeting one of their perceived threat, so they will protest. Thaksin was the reason they use to come into power, so it will be natural to play on him to rouse public sympathy for themselves.
