It will normally happen when we are trying to down size. Here is an example. When we take a jet in to phase, which is a major tear down on the jet, we the air force used to do most of those jobs on the tear downs and inspections. Now they have turned allot of this over to the civilian world. Also on allot of the mercenary missions to keep the USA out of this we turn this over to civilians.That is what you here on some of the deaths over in Iraq, they call them contractors.

Ok, it is CIVILIAN SECURITY companies like Blackwater and others that you have never heard of and probably never will.
They are hired to do guard duty in sensitive areas and other stuff.
My father in law did NAM and was a little wacked when he went in; worse when he came back. He was a CB and just couldn't get it together in "The World".
The next thing that I knew he had a job in communications that required travel. One day he was there and the next he was gone with no notice.
I didn't think much of it at the time but then I started paying attention. He would vanish, there would be a car bomb someplace and three days later I would get a call from him suggesting that we meet for several beers. If this had been an isolated instance I would have just let it slide, but it happened several times.
He NEVER talked even though I had the clearance, need to know" and I never asked.
He was found dead in his car with three empty quart bottles of vodka.
I suppose that they could also be called "For HIRE" because they just can't adapt after they have done their time.
So I hope that this may offer a little explaination.

All the previous answers are more or less correct... using civilian contractors for tasks formerly done by the military itself.
Bases however have almost ALWAYS been constructed by civilian contractors (even overseas) unless directly in a combat-zone.
Another example of Military Outsourcing is using civilian-workers to provide almost all food-services to shore-based activities. I recall in my days serving a month on "galley-duty"... each command at NAS North Island was required to send a given number of people of certain ranks (ratings really) to the Enlisted-Galley. NOW it is almost entirely outsourced.
Aircraft maintenance, Repair, Laundry, Construction, Training, Logistics, Transport, and even some Security are further examples.

outsourcing is using civilian contracts to provide a service in support of the military. For example the military once built their own buildings using soldiers trained in construction. Now they contract with a civilian company to build for them.

Perhaps that would be the hiring of mercenaries, or maybe just pertains to the hiring of civilians to do jobs formerly done by military personel.
