God created man with TOTAL FREEDOM.

But in Adam's fall, man lost his FREEDOM to choose good. His intentions are evil continually. (That is to say in EVERYTHING he does there is sin in it, and if we were truly left to do what we wanted without the common grace of God, we would ALL be Hitlers.)
There has only been a small amount of men in the history of the world that God has given the TRUE right to have the ability to truly do WHATEVER he wanted without regards to authority, examples... Hitler, Mussolini, Saddam. When a man has TRUE sovereignty his TRUE nature will really come out. And THAT is EVIL.
Only by God's grace can a man be spiritually alive and make choices between good and evil and that is not perfect either, till the end of time.
