Buy a product called "Natures Miracle" and use it to clean everyone you notice the odor.
That's the one and only thing I've ever found that removes the smell completley.
They use this product in my Vets office all the time, there's never any odor at all.

It sounds to me, that Alyssa has a very good point that should be checked out before persuing alternative avenues. The odor seems to be coming threw the duck work, if it only smells when the heat is working. Asumming you are using a forced air furnace, it could very well be pulling bad air from another apartments cold air return. Otherwise, if the smell is in the carpet, you'll need nothing short of removing the carpet and even the padding if it smells. The odor can even get into the underlayment, which will require Kiltz painted over the top to kill the smells. If you find it is in the carpet, you need to have a hart to hart with the landlords/managers. There are laws out there to help you get this into a liveable situation. Good luck.

You can have the carpets steamed, that's where the smell is most likely residing. If you get a black light and turn the lights out, the light will illuminate any urine spots on the carpet or floor and you can clean them up with pet stain enzyme cleaner or diluted vinegar and water.
*** One more thing, are you sure it's your apartment? Talk to the landlord, it might be that one of your neighbors has too many cats or is keeping them in poor conditions and the smell is travelling through the heating system to your apartment. If you complain about the smell you might be able to have them check the other apartments in the building for the source of the odors.

Its possible that the cat(s) peed in or sprayed the heaters/radiators/vents. That would explain it getting worse when the heat is on. I would pick a mostly warm day, turn off the heat and thoroughly clean with an enzymatic cleaner. The black light suggestion could also narrow down the source.

Does the apt have carpet ??? if so Try steam cleaning and or wash the floors and base boards well with something like mr clean and vaccume out the heaters and wipe them down if that dosent help try complaining to your super or lanlord and tell them that they should have cleaned that before u moved in and that your allergic to cats lol or something tell them to do something about it or move you to a different apt and re paint and re carpet or re varnish hardwood and gut it out! good luck!

Contact your landlord, this is a major problem and hopefully you are not suffering from allergies as well. I have kitties, but cannot tolerate the smell of litter, urine - makes me physically ill.
Your landlord is responsible for ensuring that a rental property is suitable for human habitation . He should pay for professional clean up - not you.
