What is the preparation for cement block (indoors) for painting?

The cement block has never been painted before. It is the wall in a basement.

You should make sure the block is clean, then I'd use a combination sealer/primer first. You want the added benefit of sealing the block (since it's in the basement). Expect the cinder block to soak up the primer. You'll probably need at least two coats. Otherwise, use a sealer first, then follow with a good quality primer.

If you can find a paint marked especially for brick, stone, block, etc . select your color from that group. Otherwise, just check with someone in the store or read the label to ensure the paint you've chosen will be okay to paint on the concrete block. Also, you should try to get a paint that includes a product to retard the growth of mold. If you can't find one that has this characteristic included, you can buy it by the package, and pour it into you paint. It's worth it to take this extra step because basements can be the perfect spot for molds and mildew.

As stated, the wall should be clean and completely dry. Use UGL masonry paint for the interior of the walls. This will aid in the prevention of water infiltration. It will not completley stop water in a big event, but it will help when the ground is saturated. Caulk all cracks in the mortar and along the floor. Good luck.
