You can use divx or xvid converter to reduce the file size without changing its screen resolution . use Divx , rmvb(real media ) or xvid which provide good compression ratio for eg 700md video file can be compressed into 250mb without any quality loss.

The problem I have and can not seem to find an answer for is how to "control" the compression to reduce the size. I have yet found one that can compress by percentage or percent of mb/gb/etc.
The programs mentioned are random at best and seems to make them too small, or not small enough.
This is import when one trys to burn to a DVD and the videos are just a tad too big and you want to reduce it by x % or x mb,
Or, is anyone aware of how to calculate these reductions?

About the only want to compress a video clip is to reduce either its creen size (take it from say 720 pixel across to only 320 pixel across) or to reduce its frame rate (which makes the picture blurrier)

You can do either using the Movie Maker program included with Windows XP. Start the Program (Start > (All Programs) > Accessories > Movie Maker) and import the clip. Drag it down to the timeline at the bottom. Then click "Make Movie". You will be given different picture size, frame rate and forma options. Play around until you find the right one for what you want to do.
