The FAA requires that the cabin lights be dimmed so vision is better adjusted to the dark and the emergency evacuation lights are more visible. Just in the unlikely case something were to happen.
To simplify the process of determining when to do this and when not. They just require it done all the time.

FAA regs require this so the passengers eyes adjust somewhat to the outside lighting. IN case of emergency, you can evacuate a little more expeditiously.
As others have said, it also highlights the emergency lighting/exits.

Its a normal procudure for take off and landing..Thats because the eyes need time to adjust to different amount of light..if your at a dark cabin and in an event of emergency suddenly exposed to a higher amount of light it will take time to adjust itself..
