For the most part the members of the church maintain the facilities themselves, I believe under the direction of the Elders Quorum, but it could just be under the Bishop. It is done by volunteers on a weekly basis.

I think it's the Elder's Quorum. However, there is a temple directly behind our chapel and the RS has a group that takes care of the temple grounds. Well, at least the flower beds, I'm not sure about the mowing of the temple lawn. The group is called the Posey Posse.

The office of the Presiding Bishopric are in charge of all temporal matters for the Church. This includes maintenance of chapels and temples. Although, many local members due a large part to take care of the structures, the PB handles renovations and other maintenance issues with the structures.

What body? Ummm...I think it is a calling or at least volunteer to clean the temples, a person has to also hold a recommend to clean in the temple.
Cleaning the church houses is also voluntary and they usually assign it out - like this month my Young Women's group was in charge of doing some of the cleaning...like windows and small stuff like that. I think there is a "usual crew" though that takes care of vacuuming and the bigger things like that but don't know for sure.

The ward members clean the chapels, and the temples are cleaned by "regulars" for each region, plus volunteers of members who hold temple recommends.
