I hate poorly written recipes. I would say the measurement would be a hint, because a recipe would likely call for a small amount of (dried, powdered, spicy) red chili, whereas a larger measurement would indicate red bell pepper (which has almost no scovial units, the measurement of a pepper's heat). Most people can tolerate quite a bit of red bell pepper but considerably less of the hot stuff.

I'd say you have to look at the recipe to make the call. They are both often found in Italian cooking, so it could be tough.

Look at the measuring units. Are they talking 1 tsp or 1/2 a cup? The first would be chili flakes, the other bell pepper.

What are you doing with it?

Are you to dice it or rough chop it? Are you to sweat or saute it? These would indicate bell pepper.

Mixing it in with garlic, or adding it at the same time as the salt and pepper would indicate chili pepper.

I large pepper diced has to be a bell pepper.
Hot peppers are used crushed or minced
can you imagine chewing through a big piece of hot pepper.

It means a red bell pepper. A recipe will nearly ALWAYS state chili if that is what it wants. :)

Must be bell-red-pepper.However, if you like spice and hot mix both of them.If not,the bell only.The other one is so intense.
