What does the term mean posessing a weapon under diability?

Not knowing what state you're in makes answering this question a bit more difficult as each state has it's own laws and titles to those laws. My best guess at this moment is that many states disallow the carrying of a weapon if you are unable to handle a weapon due to a specific disability.
