Fireworks is designed for web work. Photoshop is for general image manipulation.

Photoshop helps you clean up and edit pictures, great for effects and removal of shooting errors. With Photoshop you can make wallpapers, snapshot images or even billboards.

Fireworks does the internet media stuff, you can make buttons, rollover pictures and create your own shapes (very hard to do in Photoshop).
