No. Not right after. You are supposed to wait at least 4 weeks to highlight your hair after it is chemically relaxed. I tried to be slick and do it before, and my stylist wouldn't even touch my hair. She told me to come back in 2 weeks.
Let me put it another way, you CAN do it, but be prepared to have significant damage and breakage. If your hair is medium to long length, be prepared to cut a sizeable portion of it off when the damage occurs.

You can highlight/color your hair 10-14 days after relaxing.

On the safe side, do so after 2 weeks. By doing so, lessen the damage done on your hair. Plus, the hi-light settle nicer and longer too.

Maybe that is too much. You could do a lot of damage to your hair. I'd wait a little while before using more chemicals.

wait 2 weeks then do whatever you want to your hair. any hair stylist will tell you at least 2 weeks.
