You can go to your state's judicial website and type in the person's name (in my state, it's www.nmstatejudiciary.com). So, google your state court website and you'll get all cases ever filed in court against that person and the result. It includes lower level courts in my state and it is free. However, this only gives you STATE courts, not federal. You can do the same thing for federal cases, but you need to find out what FEDERAL court district you are in--such as the Eastern District of Illinois, for example.

No, not a free one. They all cost 30-40 dollars. You can do a background check through the Dept. of Public Safety. But I did one in Texas and didn't trust the results. It cost me $3...

If the county is online that the person lives in, you can do it that way. Otherwise, it's not free unless you go to the court house in person.
