It depends on how you are travelling. If you are getting the ferry then I think you can get away with a photographic driving license. I think you can also use your driving license if travelling by plane to Ireland but this is at the discretion of the airline. For some airlines it is mandatory to have a passport, regardless of where you are travelling.

Your best bet is to phone whichever company you intend to travel with and ask.

When flying anywhere a passport is needed if only to act as a reliable form of ID. Always take it with you.
Some ferry companies seem to be a bit lax on the ID point but some do insist on the Passports the only form of ID. Always take it with you.

If you are a UK Citizen or a citizen of any other country outside the EU , then yes you do need a passport. Other photographic ID is not good enough as upon returning to the UK you must produce a valid passport or EU ID card.

If you are getting the ferry from HOlyhead, Birkenhead or Liverpool, then no - you don't need a passport.

If you are flying, then you will need some form of photographic ID, be it a passport or driving license etc.

EDIT: I've just got back from Belfast into Birkenhead, and yes, you do need photographic ID.

You should have one and, these days, they are likely to want to see it. Shouldn't have to go Northern Ireland but if you are flying there they will still ask for it.
