There is no contention - Filipinos speak better english than Indians. I know. I used to work in a call center here in Manila as a QA and whenever we listen to calls coming from India, we either scratch our heads (along with our fellow American QAs) or laugh...
Indians may know english, but filipinos speak it better. Accent, grammar and all.

why do u wanna compare india with philippines?
u shuld be comparing with combodia ,laos ,vietnam or countries like that .
There will b more english speaking people in india than in philipines as india is th 2nd populous country in the world .. so nothin there to compare

Definitely India. Most Indians are educated in English (as their medium of education) from Kidergarten. Its the reason why all the outsourcing jobs like call centres and the like are being moved to India.

I worked in Arabia, with both, and considering the size, and population, that would be too close to tell. When you show a flip something, that evening, everyone in his barrack, will be taught that. It was a matter of survival, and pride, it's a shame that a false religion is in their country, telling them about the reward of 72 virgins.

I'm not sure about within the countries themselves, but of the immigrants I know of both origins, Indians seem a little better.

Given the exposure with the two nationalities, I would say both are adept with the english language. It is just the accent that varies.

i will say PHILIPPINES from all the asian countries, philippines was declared to be better user of English.... some filipinos uses correct grammar than american does...70 percent of filipino knows how to speak english!
