Believe it or not, Reno is further west (39°31N, 119°49W) than Los Angeles (34°03′N 118°15′W)

If you look at a map of the United States, you will find that if you draw a line due south from Reno, it will fall the the west of LA. Even though LA is in California, and everyone knows that California is on the "west coast", Reno is, in fact, west of LA. (Try Google Map...that will show you also)

This question is an old "Bar bet" joke. You can have people in a bar (or club, or whatever) place bets on Reno, or LA, and the Reno group will win, much to the surprise of the LA group.
