If you love him, ask him not to hurry you are not gonna miss a train. spend atleast 45 min in foreplay. sucking licking and kissing. ask him to be calm and have patience. and, practice practice practice
if you dont love him, find another guy who is more capable of satisfying you, but thats again a risk, you cant ask any guy directly that if he knows how to satisfy a woman. its upto you.

First try learning to communicate better. This stuff is hard to cipher out. If you want advice from people other than those who use "TeenSpeak" that is.
As for the question, talk to him and explain how you feel and why you want him to do what you are asking. If he still doesn't want to get him to tell you why. Communication is the only true answer here.

OK I think that I have understood what you are saying. I think you need to take charge and possibly learn good techniques to stop him arriving too soon. if this doesnt help then possibly look at a new relationship. if your old enough i.e. over 18 i could give you some tips
