Depends what he is getting closer to. If when he sees you he is getting closer to YOU, then yes this is good. If when he sees you he gets closer to jumping off a bridge, well not so good.

What is wrong with a statement like that...
It's how he experience it, that does not mean you feel the same. It's just that he his clearly in love with you, keep feeding it and you can be happy about it.
And by the way, it's better like that than the opposite....
