For example if an honor society wants you to be top 10% of your class, how do you know if you're the top 10 percent? Can you just know from your GPA or do you have to ask someone etc?

I have a 3.64 cumulative and I got a 3.94 last semester

On your report card, there should be a ranking, like "90th Percentile" or something. If all else fails, you could consult your guidance counselor, he/she should know.

The guidance counselor should provide that info if you ask. In my school, those were the people who figured out class rank and things like that. Knowing your own GPA doesn't really help much because you'd have to know everyone elses GPA as well. If you know you have absolutely perfect grades, you are probably in the top 10%. Even then, only a guidance counselor type person can give you your exact rank.

on your report card it should tell you if not u should be able to go to the consuler or office and request the information.
