With your Norton Expired, you probably have some funky things happening, like viruses. It use to be that Norton would continue to work with old definitions after it expired. Now it complete shuts off.

I have been a fan of Norton/Symantec since 1996. I followed blindly until 2004 when I finally had enough of the junk and headaches that followed. I used everything from the single stand alone version all the way up to the Enterprise Edition. Since 1999, not much has changed with their service. They added some bells and whistles, yet it does not keep up with what is happening. And they continue to charge more and more. I haven't figured that out yet.
Avast is a great product at a great price (FREE) for home use.
TAKE IT ALL OFF
Here are som really good pieces of software for you to check out and test your system performance. Best of all, most of them are free.

http://www.safer-networking.org - Spybot Search and Destroy anti spyware. Use the Teatimer settings to protect Internet Explorer, and the Immuniser to stop malware getting on your pc.
Also use Microsoft Defender and their online scans.

Try reinstalling your system. If Norton was part of your computer package then Norton will reinstall for the duration of the licence period, For instance when i reinstalled my operating system software the oem version it reloaded Norton with 6 months updates. Alternativle remove norton completly and look for free antivirus software on the neti/e AVV from the Grisoft site. Then run a scan, Also load a anti spyware programme lile Adaware or spybot search and destroy. this may help sort out your connection as your computer may be infected with spyware whic may or not be trying to rerout you to a different site other than the site you are trying to establish. P/s i am not an expert but through trial and error i have managed to keep my pc running using these tips. Mike H.

Hmmmm,
Hard to tell from the info you have given. What "norton" is it? If it's an inline network virus filter then it could be blocking your connection.
Try uninstalling it. If you then get a connection replace it with one of the free anti-virus programs like the others have suggested.
Otherwise it could simply be that your internet connection isn't working.

you should be prompted to send an error report when explorer closes . send this and then click on more info when it's finished and it will suggest solutions .
if Norton is expired un-install all Norton then go to symantec.com and download a 3 month free trial .

If the Norton is expired, you may have picked up a virus that is causing the trouble.
Delete the Norton and then go tohttp://download.com and get either Avast or AVG Personal. Both as FREE virus scanners that will do what Norton did.
Run the new viruses scanner and hopefully it will resolve the issues for you.

VERY good chance of a virus - but you don't need to pay for Norton!
a) Firewall from ZoneLabs, called ZoneAlarm (don't buy ZoneAlarm Pro)
b) AVG for AntiVirus software
c) Spybot or Adaware for spyware protection
First, do a virus scan to clean your machine, then set these up and you are protected!

Sounds like you have a bug. Get rid of Norton first - it's no good for the money.
Get AVGFree from grisoft.com, then search for Adaware, Spybot and ensure you have your Windows firewall turned on (it's in Control Panel, Security).

Norton is not the problem, I am in the same situation, but I can get all services.
Try Defrag, as well as Chkdsk/f

norton expired shouldnt be casuing the problem
seems you will need to check files
click start run sfc /scannow
have you installation disk ready
after alls clen check for windows updates

I don't trust Internet Explorer, so I use Firefox. Also, you should download free antivirus software, like ZoneAlarm.
