A pH of 10 is a fairly strong alkaline, so when it is alkaline, add an acid, such as hydrochloric acid (otherwise a weak household acid), add this drop by drop. For the solution to have a pH of 4.5, the acid content needs to be higher than the alkaline. After you have done this, check using universal indicator or something similar.

D would have the highest base and the highest pH because there are two OH- Ions. Nitric Acid is a very strong corrosive acid and would have the lowest pH Answer would be A lowest, D highest.

You want your final solution to have a pH < 7, so you must add an acid. A weak acid, like ethanoic acid in vinegar, will do the job. Acid must be in excess in the final solution so that pH < 7.
