"He who governs best governs least." There's no bureaucrat like an unemployed bureaucrat. The best way to fight poverty is to keep tax money in the pockets of the people to spend as they will instead of sending it to Washington (or the state capital) for them to put maybe a penny on the dollar back in the hand of someone who may actually need it.
Americans are very generous people, as evidenced by how much they do to support non-profit organizations and local efforts of various sorts EVEN WITH the crushing tax burden. They know that tax money is just sent into a rat hole; they don't expect any of it back to do the things that need doing in their own home town.
But why? Why have Americans accepted this drain of their wealth for so long? Republicans and Democrats alike seem to assume that the money must continue to flow toward DC like one vast river and its tributaries, all pouring into that insatiable mouth.
Why? Vote Libertarian for a change!

Good governance can easily result in incresed economic performance of a country which will lead to jobs which will eventually eradicate poverty but it is no simple task.
The responsibility ultimately lies with the government to implement the following:
-Good financial policies
It is important that goverments attract foreign investment and instill business confidence. this can be done through easing labour restrictions, tax incentives etc
-Political pressure
Goverments in most povern stricken countries need to exert political pressure on developed countries to relax trade restrictions which will enable developing countries to increse exports which will eventually lead to more jobs.
-Education
No matter how heavily paid an individual is if they are not educated, especially financially they will never really be able to escape poverty. People need to understand not to have endless amounts of children, how to manage their income effectively to grow their wealth etc
This is by no means an overnight process but the answer to poverty reduction does begin with good governance!

The answer to poverty is education. The government can help insofar as it helps people help themselves through pursuing higher education. If government can make it financially easier to get a college degree, it can go a long way toward eradicating poverty.

It is people who want to work and take care of themselves.
Also people to help them out.
Government does nothing but waste money and make people think they are doing a good job.
Instilling a good work ethic and responiblity would go much farther and cheaper.

The word "good" is nebulous. What is good to a Republican is not necessarily good to a Democrat. You need to specify that which you think constitutes good governance.
