The best online store for the UK is asos.com
They are an English site, and their clothes are realling nice and cheap, but nice quality.
I shop on their all the time and their service and delivery is really good.

When I was in the United States, the cheapest department store and other stores are situated in West Virginia. Hope you can buy everything you need there.

cheap + the kind of clothes you're looking for don't really happen in chain stores, trust me i've tried. (at least in US, if you're from europe i can't help) your best bet would be checking out thrift shops and places live goodwill.
