I think it's just means W, but is said like a local Texan, which comes out as 'dubya'.

It certainly is not to show off his good manners and etiquette. Dubya = W for his middle initial.

President Bush wants to show himself off as the common man even though he is from one of the most wealthy families in the world and never had to work a blue collar job in his life.
