With no offense at all, and also with no details, I suggest YOU can create the "Plan"
You might at least design the bar depending on where you want it, how it will fit into where you want it, any electrical or plumbing you might want installed in it, and create an image of it; even in a rough sketch on a napkin.
You'd need a materials list after knowing size, composition, amenities, etc., and if you already have DIY sense, you should be able it actually DIY.
My son just built his, and has very limited skills, but has a DAD who "gets it" Granted his basics were much like framing an interior wall in a house, and applying plywood over as the base for any other covering he chooses, but it works.
In your design and thought process consider the use the "bar" will get. Consider too any storage you might want it to serve. (One can very easily craft a "serving" space using a plank and saw horses.) Consider more its height at a level most comfortable, and a depth allowing access both in front of and behind it. You might consider creating one small enough to be "Portable" IE: on wheels, allowing it to be placed in multiple locations, especially when you might prefer it to be "OUT of the way."
Other than that I have to believe with WWW access, using a browser and specific keywords, you'll find hundreds of sites, suggesting as many designs.
