Go to My Computer and right click your optical drive then Properties. Make sure "Prompt me each time to choose an action" under AutoPlay is selected. Use the same setting for each Content Type listed above Action. Then OK.

Your autorun is turned on and set to run without prompting. Just go into the hardware settings and change the options.

Go to My Computer
Right Click your CD Drive
Select Properties
Go To the Autoplay Tab
Select the radio button - "Promp me each time to choose an action"
and you are done.

It sounds like you somehow have turned off the AUTORUN for that drive. You just need to go to
