In old times, most such festivals were held to ward off evil spectres, ghosts etc. So people used to mask themselves in fear-inducing apparel, in order to scare the ghosts away. In some cases (e. g. the Kukeri in Eastern Europe) they wore small bells whose sound is said to frighten ghosts too.
