This is more of a marketing question .
As long as you are wiling to spend money and spend a couple of weeks building hype. (Ads in major search engines / portals & offline print...TV ...the works ) & a couple of months building content - something new & unique this should be easily achievable.
If you need a quick & dirty solution
- Build a page with about 200-300 keywords of the most popular search engine searches - (Preferably add a couple of lines of relevant text to each keyword so that it looks good in the cache)
then spend some time / money getting it registered into most search engines and hope the pageviews build up.
If you are willing to be unethical & illegal
setup your own DNS server where every request returns the ip of your page -- then carry out DNS spoofing attacks of a couple of major ISP's
Alternativly register a bunch of URLs like www.eby.com or www.yaho.com(typos of exsisting sites) etc..
You get the general idea. Hard work & good content / services ..... or .... Something a bit on the shady side.

First of all, I do not believe it's possible to get 25k clicks in 24hr period even if you have 100k visitors a day. It all takes time and good quality content that'll grab the attention and time of your visitors.

Its not going to happen over night Buddy
You need good content that is constently updating and something fresh that doesnt already exist
I asume your wanting this to earn money from advertising
