could be several things
low memory
too many files at start up
are two that come to mind
click my computer (in xp) in c-drive open properties and a box appears it will tell you what free space you have on your pc
also defrag will also tell you (start, all programs, acessories, system tools)
you may find that its full or near full (available space)
you will either need to install more memory or uninstall some programs or files you no longer need to free up space

dude this thing happens due to many reason which includes
1. Size of your registry
2. Total no of program in startup.
etc etc
It definetely slow downs the pc performance so if this is your home pc then take the back up and install a fresh copy of operating system. Nothing is going to happen to machine even if you won't format it so don't worry about that.

Because of large amount files, PC may take more time to start. If unwanted files are deleted, starting up may be quicker. Installation of virus check also delays the starting up
