Extremely pure water.

Water by itself does not conduct electricity. It's the dissolved ions and molecules in the water that does (hence touching the radio (plugged into an outlet) while taking a shower is a bad idea).

There are many liquids that don't conduct electricity. Very pure water is one. There are many non-polar organic solvents that do not. Gasoline and other petroleum products will not conduct electricity.

Any liquid that doesnt split into ions would be non conducting.Fo example pure water in absence of any dissolved salts wold not conuct electricity.Its only because of ions that any liqiud conducts.hence all non polar liquids wont conduct.
