Of course Washington DC residents vote for president! DC has 3 electoral votes in the Electoral College, same as the smallest population states..
Also, it is not a state, it is a federal district, situated between VA and MD. At the time it was founded, it was centrally located. It is often listed amongst the states, sometimes Puerto Rico is included as well.

The city of Washington DC does not belong to any state, they are allowed to vote for politicians but they only have local politicians.
They do not have congressional or senatorial representation and the population is too small to qualify to get a vote in the electoral college which means they can't vote for a president either.
