CZ, you can use oven cleaner on them, just like you would clean the inside of your oven. Take the electrical units out of all burners place in a safe DRY spot.
Put your metal dish things in the sink, first one spray the cleaner, then put another one in, spray it, and so forth, let them set for about an hour or two, then wash off with soap water, and if any residue is left, use a Mr. Clean eraser block to clean up. You might try using foil on them inbetween cleanings, they also have the little disposible foil linings at wal mart. Makes it neater and much faster for future cleanings.
When you clean and replace your heating units make sure they get "snapped" in to the little groove properly.

1. Mix 2 teaspoons of vinegar and 2 teaspoon of cream of tartar in a small dish (use 3 or 4 teaspoons of vinegar and 3 or 4 teaspoons of cream of tartar if you have more items to clean or if you have larger items, such as a heavily soiled casserole dish and cover).
2. Use a sponge to apply the solution to your burner pans
3. Let sit for 5 to 10 minutes.
4. Scrub with a scouring pad and then wash in hot, soapy water.
5. Repeat several times, if necessary, for heavily soiled burner pans
When you are done, you can run them and the heating units as well through the dishwasher

You can put them in a self cleaning oven if you have one [ it will discolor them a little] or soak in hot water with lots of greasing cutting detergent and then scrub like crazy with a scouring pad OR... go to Wal-mart and buy new ones for less than $10 dollars then KEEP those clean by washing frequently in the diswasher or sink..

You can scrape burnt stuff with a knife, scrub with steel wool or 3m green scrubber, soak in hot water with cream of tartar, oven cleaner, OR!! Walmart sells them for $2 to $5 per set of 2. That's my personal favorite.

It's probably easier and cheaper to just replace them. Home Depot or any hardware store sells 'em for 'bout 12 bucks for a set
