Well I would have to go with the cockroach, my answer is simply in relation to the way in which insects breathe. Insects do not breath from their mouth, and they don't have a nose. Insects breath via holes along the lateral side of the abdomen known as spiracles. These spiracles have a valve that can close in order to prevent the water from getting in, rats can temporarily block their nose, but it doesn't last long.
Cockroaches because of their smaller size require less oxygen, this in combination with the fact that they are not warm blooded (requires lots of oxygen to maintain body temp.) would allow them to survive longer.

So, hands down, the cockroach!

Hope this answers your question!

I think a rat would survive the longest because It'd have a better chance of being able to keep its head out of water and swim like a dog

but then cockroaches have a really annoying habit of staying alive
just to spite you.

cockroaches can survive underwater, but not for long since they need oxygen they get from air, not water, to live. They probably can live underwater much longer than a mammal can (with a few exceptions) since they're ectotherms (cold-blooded) and therefore need less oxygen. How long can they live underwater would depend on their temperature, for one thing (the cooler they are, the less oxygen they need).
