Check your local art store or paper store (look under "paper" in the yellow pages, and most are print suppliers. You see, I imagine you are looking for the tea-stained look but not he actual staining ... you do realize tea-stained paper will degrade rapidly, right? (i.e., no scrapbook, no invitation to save to get all warm and mushy over in 20 years) Many papers, particularly heavy card stock stationary, instead have artistic treatments of acid-free dyes, intended to give you the impression of the tea-stained looked. I would look for a high rag content, unless you are putting the paper through a computer printer, in which case you would probably want one with a smoother surface. (The rag content is a bit on the fuzzy side, soft, tears well.)

The only thing I can think of is the Tim Holtz Distress Ink Pads from Ranger. There is a colour called Tea Dye ref.TIM19459 or a lighter shade called Old Paper ref. TIM19503. The pads are raised so you can rub them over the paper, crumple the paper to get marbled effect, then iron it flat when it is dry. Not a time saver but they are acid free so will last as a keepsake.. You can get reinker bottles but it is surprising how far a pad will go.
You can also get embossing powders in matching colours.

You can buy tea stained paper from art and craft stores in your area or if you are lucky you might have a big hobby store near you could Hobbycraft they sell loads of different patterned paper as well as everything else you need.

I live in central TEXAS and, most of the art supply stores here, which carry archival paper, also carry tea stained parchment.

if i want tea stained paper i make my own why should you be any different princess?
no seriously dont soak it just dip it (good paper he stuff with water mark in it) and dry it flat press it if you will if you wanna make it that is.
