To most people, yes, they are probably one and the same although there is sometimes a difference.
A reboot is a cold restart of the system, which operates essentially the same as if you just turned your computer on when it was off. A restart may simply restart the operating system software without performing the BIOS initialization, etc. that occurs during a cold restart.
For example, in Windows 9x you could hold down the SHIFT key while clicking the OK button for a Restart request which made Windows perform a restart instead of the default reboot. Because the restart skips certain hardware initialization steps it is faster, sometimes up to twice as fast.

Now when some people say "rebooting" they simply mean restarting. And when other people say "rebooting" they mean something like "restoring to an earlier point." Which by the way can be found in the contorl panel/performane maintenance/on the left side (WIN XP). And when other people say "rebooting" they mean reformatting the drive(s) and reinstallin the OS. Restarting is done through the Windows menu!
Rebooting is done by holding in the start button, causing machine to shut down,wait 2 minutes, then reboot machine by switching on!

Rebooting is same as restarting. Rebooting term is used when you restart your computer while repairing it or upgrading it or installing new software. And restarting term is used when you restart it when it get hanged. Hope this will solve your problem.
