Not legislation. Only the scriptures can change what is in people's hearts and minds. I am not talking of any specific scriptures. The essence of all holy books focus on the same commandmants:
1. I am the Lord thy God, thou shall not have any strange God's before me.
2. Thou shalt not take the name of the Lord God in vain.
3. Remember that thou keep holy the Sabbath day.
4. Thou shalt honour thy father and thy mother.
5. Thou shalt not kill.
6. Thou shalt not steal.
7. Thou slalt not bear false witness against thy neighbour.
8. Thou shalt not commit adultery.
9. Thou shalt not covet thy neighbours wife.
10. Thou shalt not covet thy neighbours goods.

The commandments are the same in each and every religion.
Legislation in society is to keep the law as written in the scriptures. Society has seen in the past that despite what is written in the scriptures, man who is gifted by God with free will, is always bending the directions of God to suit his own purpose. Therefore society has laid down the checks. And we have the man made laws which are rigid and to be adhered to by everyone in a reasoned attempt to fulfill what is written in the scriptures.

It needs a lot of deal to reform human nature. All aspects must be touched to begin with...spiritual...emotional...intellectual...psychological...and everything in general. MAN MUST CHANGE on his own volition . Laws are only there as norms or standard that will guide him in his actions and no amount of laws is enough to change man's nature if man himself will not conform with it.

a law reflects the need to aide the many, but will never change perspectives, only actions. over generations a plan to change a perspective may work by softening them over time, but some people are ingrained at home to certain ways of being, and the perspective will last.

we all smile as we cross the street, but secretly wish death on our enemies. laws say no to murder, but our imaginations would beg to differ. without the law we would act out our emotion.

so it only forces us to hide our true selves, and wear the mask that society accepts.

The social contract of civilization makes it more advantageous to abide by the rules than to act impusively. We weigh the pros and cons. Is it worth the risk to steal the plasma tv? If there was zero chance of being caught and punished, I believe there would be a lot more people who would steal even if we teach everyone that stealing is wrong.
