As others have said it stands for District of Colombia.

The American 'founding fathers' didn't want any one state to have the capital of the entire United States, so the Commonwealth of Virginia and the State of Maryland each gave a small amount of land over to the federal government to be used as it's capital, which the constitution says is to be a federal district. The District of Colombia used to include 2 cities, Washington and Georgetown, but Georgetown has since been absorbed into Washington, so now the city of Washington in DC is actually the entire District of Colombia.

Because it's not a state DC has less rights. It has no members of the House of Representatives and no Senators, although it does get to send a commissioner to sit in the House of Reps but he/she can not vote. DC residents do get to vote in presidential elections and the district is treated as being equal to the smallest state, so it gets 3 votes on the electoral college. It does not have a governor or legislature, but does elect a Mayor and City Council, but even compared to other cities these are fairly weak as the US Congress sets their budget.

Washington is in fact Washington State, in the North West corner of the US.
So to differentiate between the state and the capital. They use D.C., meaning the city which is in Columbia.
