You do not need permission from the royal family to make a film or documentary about them, however lawyers do preview the script and finished movie before it is released to check for potential legal issues. I do know however that if you wish to have the cooperation of the Royal household the Queen has to give her permission via her private secretary! The Queen never comments on films made featuring her or even on portraits painted of her. I know that the film was shown to Her Majesty prior to general release. It is not known what her opinion was. I can tell you that the movie does not generally reflect the real events surrounding Diana`s death.
