Keep a very strong perfume or spray in your bag just in case. However I am sure that the law can do something. Let your family know as it makes you more secure.

Every time he follows you, report it to the police, if you have only reported him once, they will think he is probably not too much of a threat but if they realise it is happening regularly, then they will stop him and ask him what he's doing, this may be enough to put him off. Also, please tell your parents, the police will take you concerns more seriously if your parents are with you. And tell your headteacher, there may have been incidents with other children in your school and your headteacher can also contact the police. The police have their hands tied to an extent, however if there is evidence this person may be a threat to several local children, they will be obliged to at least keep an eye on him.

That is a shame, it's horrible that these the laws to protect the rights of the innocent can be used to protect those who may be contemplating a crime.
In addition to the police, make sure the school administration is aware as well. Not just teachers, but notifying all the teachers wouldn't hurt either. Everyone needs to be aware he is there so they can do everything they can to protect the students.
Stay in groups. If he steps onto personal property call the police. Trespassing is against the law period. If there is a parental group or something then notify them as well. The parents need to be notified as well.
Did they even check this guy out with the sex offender registry? Seems to me that they could at the very least do that. Stay safe.

A the very least, report the matter to the Secondary School's Headmaster. You could also make a written complaint to your local MP and to the Chief Constable of your area concerning the lack of positive police response. If still nothing is done, and the stalking continues, contact your local newspaper. Keep a record of incidents and save any correspondence.

Make sure you have the license plate number and the make and model of the car. That way if he does try anything, you can relay this to the police. Make sure you never walk alone. Also if you have a camera phone, take a picture. I bet once you take a picture he'll think twice. Make sure you not only give your information to the police, but your parents as well. ewww this is a sticky situation, but a really good question. You say that he is stalking girls by a secondary school, if he one days trespasses onto the property of the school then the police will have reason to arrest, but unfortunately there is not much they can do until he does something wrong. Its not a crime to look creepy so as long as he keeps to himself he's in the clear. but be careful!

Somehow take a photograph of him through a cell camera. With a written complaint file it before the police station. Police will be bound to take action, call him in for questioning and if they find something suspicious will be bound to file a first information report against the individual. But before you do such, with a little observation from a distance make sure that this is not just your imagination that he is really this perverted 'pervy' man you call him to be and not a simple parent waiting for his daughter to return from school.

Are you serious they can't do anything? That is SO creepy..y'all DO NOT go anywhere by yourselves and don't ever let him follow y'all to your homes. Go to a local police station if he follows y'all again and I suggest carrying some mace with you. Inform your loved ones and this guy needs to be kept a good eye on. I would think the police would at least check it out. Be careful and stay alert!

I'm sorry your police there do not consider it a threat, some people here complain that the police are too rough on them! I'm sure if our people moved over there, then they would see what a threat you are going through. Instead, the people here want to complain about getting medical coverage even though they dont' pay any taxes for it. It is a joke.
Lock your door and ask a brother/inlaw to stay with you. Please be safe....

Unfortunately the police cannot do anything unless he threatens you openly in any way, harms you or your property or gives you good reason to think he is about to do so. I had this happen to me about 20 years ago and they said the same then. This law protects people from malicious accusations but it doesn't protect people who are scared(with or without reason) of being harmed. Instincts are usually quite good. Follow the good advice given here and stay safe!
